Apto for breeding. Is the term correct in reference to a PRE, is it still valid.?

The Spanish Stud Book is held by the Ministry of Agriculture, which is a government department. Any changes to the regulations for the evaluation tests etc., have had to go through a formal presentation of a decreto - I guess a decree? So you have quite a few different terms for the same thing.
The current phrase for a horse who has passed revision is aptitud basica reproductora - (approved for) reproduction at basic - let me call it level 1.
The next level is another revision for more stringent approval, including X-rays. A horse who passes is graded as reproductor calificado - qualified reproducer - level 2.
3rd level is elite, and the revision includes review of offspring.
